Clean Air Northeast states and territories selected to receive over $445 million in Clean Ports Grants

As part of the Inflation Reduction Act’s $3 billion Clean Ports Program, six Clean Air Northeast states and territories have been selected to receive grants to fund zero-emission port equipment and infrastructure, as well as climate and air quality planning at U.S. ports. Each project is detailed below.

All selected grants are listed on the Clean Ports website.

Connecticut

  • Connecticut Port Authority
    • Amount Awarded: $5,357,103
    • Primary Port Location: Port of New London
    • Under the Zero-Emission Technology Deployment competition, this project includes installation of vessel shore power.
  • Enstructure New Haven Holdings LLC, d/b/a Gateway Terminals
    • Amount Awarded: $34,032,340
    • Primary Port Location: Port of New Haven
    • Under the Zero-Emission Technology Deployment competition, this project includes electric cargo handling equipment, charging infrastructure, solar generation, and battery energy storage systems.

Maine

  • Maine Department of Transportation (MaineDOT)
    • Amount Awarded: $1,000,000
    • Primary Port Location: Port of Portland
    • Under the Climate and Air Quality Planning competition, this project includes an emissions inventory, a projected emissions inventory with shore power options, an evaluation of the feasibility of electrification and shore power implementation throughout Maine including grid capacity analysis, and community collaboration.

Massachusetts

  • Massachusetts Clean Energy Center
    • Amount Awarded: $528,740
    • Primary Port Location: Port of New Bedford
    • Under the Climate and Air Quality Planning competition, this project includes an emissions inventory, development of an emissions reduction strategy including a feasibility study for zero-emission technologies, and workforce impact analysis and stakeholder engagement throughout the project

New Jersey

  • Delaware River and Bay Authority (joint project with Delaware)
    • Amount Awarded: $540,000
    • Primary Port Location: Cape May – Lewes Ferry Terminals
    • Under the Climate and Air Quality Planning competition, this project includes an emissions inventory covering all aspects of ferry operations, an emissions reduction strategy analysis that includes goal-setting and stakeholder outreach with communities and workforce, and resilience planning and evaluation.

        • Under the Climate and Air Quality Planning competition, this project includes an emissions inventory and community-centric air monitoring project, formal community and independent truck owner engagement, and an emissions reduction strategy analysis that creates a plan to reduce future port emissions, including determining optimal locations for future drayage truck alternative fueling infrastructure.
